Attestation Service - GANEX

Description

The GANEX technical group is established under the INCD - INSEMEX as a service of certification that the compliance with the requirements for the NEx 01-06 Normative for the technical installations in potentially explosive areas.

This normative aims to establish requirements for ensuring the best working conditions in the working process, protection of life, corporal integrity and health of workers and other participants in the work and establishes general provisions for the design, installation, operation, maintenance and repair of technical facilities operating in potentially explosive atmospheres of gas, vapor, mist and / or combustible dusts.

This normative applies to all technical installations for use in potentially explosive atmospheres in the design, implementation, operation and maintenance phases.

At the commissioning of an installation functioning in a potentially explosive atmosphere must be conducted a review of technical documentation and examination "in situ" of the technical facility to prevent explosions by the National Institute for Research and Development for Mine Safety and explosion protection - INSEMEX.

 

GANEX specific Services

In the department is accomplished training for the following categories of people:

  • people for controlling the specific parameters for degassing of mines;
  • people for quality and quantity control of the mine air;
  • people responsible for applying the inerting technology in the mining units
  • laboratory technician for gas analysis in extractive industry


1. Training of personal for controlling the specific parameters for degassing of mines

The degassing principle consists of capture and draining of an important part of coal bed methane  (base layers or unworkable accompanying layers), from the waste rocks or from exploited areas and evacuation through pipes to the surface (central degassing) or in a vitiated air current where it can be diluted, under the maximum allowed rules (local degassing).

The elements that decide the degassing necessity of mine deposit, sector, coal bed or mine working, are represented by the following:

  • installed ventilation capacity;
  • air flow distribution in the underground and in the areas with large methane emissions;
  • additional reserve air flow determined by absolute methane at percentage concentrations allowed by regulations;
  • absolute and relative balance flow rates of methane and the ratio in which these parameters are compared to the mine installed and additional air capacity;
  • special preparing and operating situations (slicing the layers, sump operation, etc.)

Mine workers are trained regarding to the following:

  • central and local degassing system installations:
  • degassing projects development;
  • captured methane quantity prognosis;
  • degassing technics applied to the mine;
  • degassing schemes;
  • performing the specific measurements regarding the degassing parameters (methane concentrations, static and dynamic depression)

2.  Training of personal for quantitative and qualitative control of mine air

The mining climate is influenced by the majority of climate factors such as: temperature, pressure, humidity, degree of saturation and air velocity).  During the underground technological processes, important quantities of explosive, suffocating and toxic gases are released. These gases shall be measured directly with portable instruments or shall be sampled and determined in the laboratory. These measurements shall be performed by people who are trained for this purpose. Responsible personal is trained regarding to the following:

  • measurements of the mine air composition;
  • allowed gas concentrations;
  • measurement/collecting place for gas sample;
  • results interpretations and measurements records.

3.  Training of personal responsible for applying the inerting technology in the mining units

Nitrogen inerting technology can be used for preventing and fighting the spontaneous combustion and also for fighting the endogenous fires. Nitrogen inerting technology represents an effective way to combat these events.

By applying the inerting technology shall be obtained the following:

  • rapid reduction of the oxygen concentrations and maintenance in the Fourth area of the  explosion triangle of gases,  during the construction of the dams  and fire areas closing.       
  • diminishing the combustion intensity  as a result of oxygen concentration reduction;
  • delaying of spontaneous combustion appearance in an exploited area;
  • reopening in a shorter time the closed area;
  • improving working conditions for rescuers due to the physical properties of gases.

Compared to the conventional mine fires preventing and fighting technologies, the nitrogen inerting technology has the following aspects:

  • can be applied both for coal self-heating and self-ignition (and other useful mineral substances) and for extinguishing the fires;
  • allows, in certain conditions, its application with continuing the productive activity;
  • offers superior efficiency and effectiveness in the preventing and fighting against endogenous fires

4. Training of laboratory technician for gas analysis in extractive industry

 

The chemical composition of mine gases analysis through gas-volumetric and chromatographic method is very important for the extractive industry, in order to ensure both the security of the workers and workplace protection..

Following the course the laboratory technicians will gain theoretical information regarding the physical and chemical properties of gases, sampling methods, methods for preparing the solutions used for physico-chemical analysis and practical skills for analysing the chemical composition of mine air by gas-volumetric and chromatographic method, the calculation of gases concentration after the analysis.

Attestation of industrial ventilation installations - GVIV

GVIV Technical Group – Group for verifying the ventilation systems

 

The GVIV technical group is established under the INCD - INSEMEX as a service of certification for the compliance with the requirements for the 01-06 NVIV Normative for ventilation of industrial units operating in with the danger of potential formation of explosive and / or toxic atmospheres.

This standard aims to achieve and maintain an optimum environment for productive activity, protection of life, corporal integrity and health of employees, other persons participating in the work, establishes general provisions for organizing the verification of the ventilation equipment operating in industrial units with potential formation of explosive atmospheres.

This regulatory framework applies to all businesses with production activity whose activity is likely to generate formation of explosive and / or toxic atmosphere and / or toxic substances, in order to ensure compliance of operational parameters performed by the ventilation facilities provided in the project.

The ventilation installations for activities destined to ensure a suitable environment in terms of safety and health of workers shall be verified by the National Institute for Research and Development for Mine Safety and Explosion Protection - INSEMEX at least every two years, using measurements and determinations to determine the effectiveness of their operation and maintenance of declared parameters.

GVIV Attestation

Verification of Ventilation Certificate

 

Verification of ventilation is performed in order to detect changes in the performance of the ventilation in regards to the circulated air flow rate, air flow speed in the pipes and in openings in the plane of the ventilation system, the exceeded concentrations, respectively the disturbances in the operation of the fan and the adjusting devices. Verification involves determining by measurements of functional parameters and / or, where applicable, operating characteristic curves of ventilators.

The achievable parameters by the ventilation installations determined by “in situ” measurements are divided as follows:

  • the air state parameters: air flow rate, absolute pressure, temperature, relative humidity;
  • aerodynamic parameters: geometry of the system, loss of pressure, static, dynamic and total pressure / depression; the air flow rate circulated, unit / total aerodynamic resistance, unit / total air loss coefficient, the degree of sealing.
  •  functional parameters of fans: pressure / static depression at fan suction/discharge, the air flow rate achieved, voltage, current, power factor, speed, power consumption of the drive motor, output power, efficiency of operation.

Approval of technical documentation regarding mine closure - GADTIOM Notifications

The GADTIOM technical group is established under the INCD - INSEMEX as a advising service for the compliance with the requirements of the Mine Closure Manual for the technical documentation regarding the conservation and closure of mining objectives.

This notice is aimed at ensuring and maintaining of a level of security and health in the workplace for conservation activities, mine closures, recovering of mining objectives, in accordance with the Mine Closure Manual.

The notice apply to underground mining, ventilation works, works in an explosive atmospheres, flameproof machinery, work underground and surface blasting.

The technical documentation of execution regarding the conservation and closure of mining objectives, compiled in accordance with the Mine Closure Manual, are subject to notification by the National Institute for Research and Development for Mining Security and Protection to Explosion, in accordance with the decision od MEC nr. 517/09.09.5005.

Ex Zoning consists of establishing the category and the expansion of the hazardous area, based on the presence probability in the technological area of the hazardous substances, in normal and abnormal but foreseeable functioning of the technological equipment. Ex Zoning is performed in order to select the suitable electrical equipment and for taking the optimal security measures for their safe use in such dangerous area.

Ex Zoning verifying consists of:

Explosion risk assessment

Explosion risk assessment is an estimation process of the risk that appear in the case of explosion danger, with the purpose of giving a qualitative-quantitative dimension of this element.

The employer has the obligation to assess the risk of explosion in order ensure the health and safety of workers and the protection of material assets and the environment.

The purpose of knowing and assessing the explosion risk is to substantiate the following:

  • establishing the technical and / or organizational measures to explosion prevention and protection, according to the following principles:
    • prevention of the explosive atmospheres formation, or where the nature of the activity does not allow it,
    • avoiding the ignition of the explosive atmosphere, and
    • limiting the effects of explosion to ensure the health and safety of employees;
  • classification of workplaces where explosive atmospheres may occur;
  • selecting, according to official regulations, equipment and protective systems intended for use in explosive atmospheres

Material safety data sheet developing

Physico-chemical analysis laboratory team develops material safety data sheets that fit the form and content requirements prescribed by the relevant regulations (REACH and other relevant legislation).

The laboratory has approved procedures for determining the physico-chemical properties of substances (auto ignition temperature liquid / vapour flammable, flash point of flammable liquids, gas explosion parameters / combustible dust etc.)

It may be necessary to establish a safety data sheet for:

  • Substances / mixtures for which for some reason is not available the material safety data sheet
  • Substances / mixtures from self- production.

In 2007 was published Order no. 1637 of 25.04.2007 / No. 391 of 02.05.2007 approving the Norms regarding the organization of rescue activity in industrial units with potential emissions of toxic and / or explosive gases. This standard aims to establish general provisions for the organization of rescue for industrial units with potentially toxic / explosive / flammable gases emissions.

GAS Technical Group is established under NIRD - INSEMEX as a service attesting the compliance with the requirements of Norms regarding the organization of rescue in industrial units with potential emissions of toxic and / or explosive gases.

This standard aims to establish general provisions for the  organization of rescue activity in industrial units with potential emissions of toxic and / or explosive/ flammable gases.
